2000 Annual Meeting Minutes (07-26-2000)

Call To Order

The 2000 Annual meeting of the National Association of Fire Investigators was called to order by President John Kennedy, CFEI on July 26, 2000 at 6:15 P.M.

Roll Call

President John Kennedy requested that roll call be taken by the signing of an attendance roster. Members of the Board of Directors who were present at the annual meeting were identified and acknowledged.

Welcome Remarks

President John Kennedy, then yielded the floor to Chairman of the board, Patrick Kennedy, CFEI and requested that he chair the meeting.

Treasurers Report

Treasurer Dan L. Churchward, CFEI presented the results of the 1999 audit that was conducted by the independent certified public accounting firm of Sandonato & Company.

A motion to approve by Dan Churchward, seconded by Walt Godfrey, CFEI to accept the treasurer’s report as read carried unanimously.

Education Committee Report

Training Programs: Patrick Kennedy announced that the Board of Governors had appointed Denny Smith, CFEI to fill the recently vacated position of Education Committee Chairman.

It was announced that the 2001 National Fire Arson and Explosion Training Program will be offered in Sarasota, FL, July, 23-25, 2001 and offered in conjunction with the National Seminar on Fire Analysis Litigation, July 26-27, 2001

National Certification Board Report
National Certification Board (NCB) Chairman, Ron Hopkins, CFEI reported that the Board’s certification programs were now more than seventeen years old. He emphasized that the certification programs are the only ones recognized by NFPA 921. Chairman Hopkins indicated that as of July 20, 2000, the NCB had over 2100 active CFEI’s.

The proctored exam remains attainable by investigators in the field.

The NCB is continuing to pursue the development of a test bank, which will allow us to apply for Accreditation.

CFII program is still working to meet the need in the private sector for job training.

The re-certification program is still in the works and is expected to be unveiled in 2001. There was discussion on having the re-certification applicants submit articles for the newsletter.

Board of Governor’s Report

Chairman Kennedy reported that the Board of Governors met recently and reviewed the activities of the National Association of Fire Investigators.

He reported further that the Board of Governors reviewed, studied and approved the audit that was reported by treasurer, Dan Churchward.

New Business
Resolution 2000-001

Where As, objectives of the National Association of Fire Investigators are to increase the professional knowledge and improve the analytical skills of those persons engaged in the investigation and analysis of fire and explosion incidents and the civil and criminal litigation which ensues from such investigations and analysis:

Therefore, be it resolved that the National Association of Fire Investigators supports and recommends its use and adoption of the Report on Proposals and Report on Comments that will allow the 2001 Edition of NFPA-921, Guide for Fire and Explosion Investigations to be adopted by the National Fire Protection Association General Membership during the Fall 2000 Meeting conducted in Orlando, Florida: and subsequent issuance by the NFPA Standard Council, February 2001.

Be it Further resolved that the educational activities of the National Association of Fire Investigators continue to support and conform to the principles set forth in NFPA-921.

Where As, objectives of the National Association of Fire Investigators are to increase the professional knowledge and improve the analytical skills of those persons engaged in the investigation and analysis of fire and explosion incidents and the civil and criminal litigation which ensues   from such investigations and analysis:

Therefore, be it resolved that the National Association of Fire Investigators supports and recommend its use and adoption of the U.S. Department of Justice, Fire and Arson Scene Evidence: A Guide for Public Safety Personnel.

Resolution 200-003

Therefore, be it resolved that the National Association of Fire Investigators supports and recommend its use and adoption of the U.S. Department of Justice, A Guide for Explosion and Bombing Scene Investigation.

Where As, objectives of the National Association of Fire Investigators are to increase the professional knowledge and improve the analytical skills of those persons engaged in the investigation and analysis of fire and explosion incidents and the civil and criminal litigation which ensues from such investigations and analysis:

Where As, Kenneth Schaub, Chief of the City of Alexandria, Kentucky, Fire Department and long time Member and Director of the National Association of Fire Investigators has for more than 15 years unselfishly dedicated his time, expertise and resources in support of the mission of the National Association of Fire Investigators;

Where As, the National Association of Fire Investigators wish to express our appreciation for his years of dedication and service;

Be it Resolved that the National Association of Fire Investigators presents Kenneth Schaub the Distinguished Service Award.

Patrick Kennedy announced that NAFI had purchased the internet addresses www.nafi921.com, .org, and .net with the intention of putting up an electronic bulletin board for the discussion of NFPA 921: Guide for Fire and Explosion Investigations.
Denny Smith offered his appreciation for the efforts on the NAFI Membership services staff on the development of the new newsletter format.
Dan Churchward addressed the meeting in order to solicit membership support and interest in the development of NFPA 921 and to thank the NAFI Board of directors for their attendance and participation in the process of developing NFPA 921
